Staff Members

Steven Ceulemans, SC.D.
PRESIDENT & CEO
In 2019, Steven Ceulemans took on a leadership role at the Baton Rouge Health District, overseeing the organization's strategy, budget, governance, and partnerships. He earned a Doctor of Science degree from Tulane University and holds a Master's degree in Biochemistry and Molecular Biology from LSU Health Sciences Center in New Orleans and International Business from VLEKHO Business School in Brussels. His career includes serving as a Science & Tech Policy Fellow at the National Academies in Washington, DC. Ceulemans has also held significant positions, such as leading the Department of Laboratories at North Oaks Health System, acting as VP of Innovation for the Birmingham Business Alliance, and serving as Commercialization Director for the New Orleans BioInnovation Center. Originally from Belgium, he brings over 20 years of experience in health and life science research, technology development, cluster innovation, management, and policy.

Kaitlyn "Kate" King Madison, MPH
PROGRAM MANAGER
Kate Madison joined the Baton Rouge Health District in 2022, concentrating on advancing the District’s strategic initiatives and programs. In this role, she collaborates with regional partners and stakeholders, manages innovation-focused projects, and leads communications efforts that support the District’s mission to improve health outcomes across the region. She brings a diverse background in the health sector, with experience spanning state agencies, nonprofit organizations, and the insurance industry. Her cross-sector expertise informs her commitment to building collaborative, system-level solutions that strengthen the healthcare ecosystem and improve population health.
Kate holds bachelor’s degrees in Health Promotion & Wellness and Business Administration from the University of Wisconsin–Stevens Point, and a Master of Public Health from Louisiana State University Shreveport.
Hannah Bourg Cambre, MS, CHES
Program Coordinator
Hannah became a member of the Health District staff in 2025, taking on the role of Program Coordinator, supporting key initiatives--most notably the BRHireD workforce development program--by fostering partnerships, managing implementation, and advancing the organization's mission to strengthen the region's health ecosystem. A passionate health educator, Hannah is dedicated to improving community well-being through effective program development.
Hannah holds a Bachelor of Science in Health from Texas A&M University, and a Master of Science in Health Promotion from the University of Kentucky. She has worked across diverse settings, evaluated quality programs focused on preventative health. Hannah is eager to leverage her background to enhance and cultivate a strong healthcare workforce pipeline in the Baton Rouge region.
