Steven Ceulemans, SC.D.

PRESIDENT & CEO

In 2019, Steven Ceulemans took on a leadership role at the Baton Rouge Health District, overseeing the organization's strategy, budget, governance, and partnerships. He earned a Doctor of Science degree from Tulane University and holds a Master's degree in Biochemistry and Molecular Biology from LSU Health Sciences Center in New Orleans and International Business from VLEKHO Business School in Brussels. His career includes serving as a Science & Tech Policy Fellow at the National Academies in Washington, DC. Ceulemans has also held significant positions, such as leading the Department of Laboratories at North Oaks Health System, acting as VP of Innovation for the Birmingham Business Alliance, and serving as Commercialization Director for the New Orleans BioInnovation Center. Originally from Belgium, he brings over 20 years of experience in health and life science research, technology development, cluster innovation, management, and policy.

Katie Pritchett

Katie Pritchett, M.S.W.

OPERATIONS DIRECTOR

Katie Pritchett became a member of the Health District staff in 2022, concentrating on ensuring that the daily operations are in harmony with the district's goals and the expectations of important partners. Before her current position, she was Capital Area United Way's Senior Vice President of Impact and Operations. Her responsibilities included creating, leading, and implementing plans to make a significant societal impact, managing community investments, and fostering partnerships and collaborations. Katie's background includes management, program design, overseeing grants, facilitating projects, and working with communities to create partnerships. She holds a Bachelor of Science in Psychology from the University of Louisiana at Lafayette and a Master of Social Work, focusing on Leadership, Administration, and Advocacy from the University of Houston, Graduate College of Social Work. Katie also earned a Green Belt Certification in Lean Six Sigma from Baton Rouge General.

Kaitlyn "Kate" King-Madison, MPH

PROGRAM MANAGER

Kate became a member of the Health District team in 2022, taking on the role of Program Manager. In this position, she is crucial in ensuring the effective execution of the District's programs. Her responsibilities include collaborating with partners and stakeholders, managing regional innovation projects, and crafting communications to further the goals of the Baton Rouge Health District. With a rich background in the health sector that spans state agencies, nonprofits, and insurance companies, Kate brings a wealth of experience to her role. This varied experience has fueled her commitment to creating collaborative public health initiatives that unite various health fields and systems to enhance the population's health.


Over the past five years, Kate has spearheaded public health initiatives in Louisiana, focusing on self-monitored blood pressure, nutritional programs, and support services by community health workers. She pursued a Master of Public Health degree at Louisiana State University—Shreveport and graduated in August 2023. Kate holds a Bachelor of Arts in Health Promotion & Wellness and Business Administration from the University of Wisconsin-Stevens Point.
